5 Minutes of last meeting: The minutes of the meeting of this Committee held on18 June 2008 were approved as a correct record.

6 Result of an appeal against a decision of the Licensing Sub-Committee: The Licensing Committee considered a report which informed Members of the result of an appeal against a decision of the Licensing Sub-Committee.

Resolved: The Committee notes the report now submitted.

(At this point, the Licensing Committee concluded its business and the remainder of the applications were heard by a Sub Committee consisting of Councillors J Hilton (Chairman), Mrs J Hurst and B Merry.)

7 Application for a premises licence, Emzy’s Pizza ‘n’ Grill: The Licensing Sub- Committee considered a report which advised Members of an application for a premises licence where representations from interested parties had been received.

The applicant and his representative attended the meeting and answered questions. Councillor Ms P L Holland attended the meeting and represented the interested parties who lived within the vicinity of the premises.

Resolved: The Sub Committee grants the licence subject to the following conditions as offered by the applicant:-

  • CCTV cameras shall be placed inside and at the front of the premises. This is to be done within two months of 18th July 2008;
  • where the premises provide food for consumption off the premises, the public area immediately surrounding the premises shall be cleared of waste food, food containers, wrapping etc at the end of trading on each day. Such refuse shall be placed in a container designed for the storage of and disposal of refuse and waste foods which shall be constructed, maintained and located so that access to it by vermin and unauthorised persons is prevented and arrangements shall be made for the regular lawful disposal of their contents (PPN13); and
  • the sale of late night refreshment Monday-Thursday will take place between the hours of 23:00 and midnight.

8 Application for a personal licence: The Licensing Sub-Committee considered a report which advised Members of an application for a personal licence where an objection had been received from the Greater Manchester Police.

The applicant and his representative attended the meeting and answered questions. A representative from the Greater Manchester Police attended the meeting and answered questions.

Resolved: The Licensing Sub-Committee refuses to grant the application at this time, but suggests that the applicant re-apply in 12 months time.

9 Application for a personal licence: The Licensing Sub-Committee considered a report which advised Members of an application for a personal licence where an objection had been received from the Greater Manchester Police.

The applicant and his representative attended the meeting and answered questions. A representative from the Greater Manchester Police attended the meeting and answered questions.

Resolved: The Licensing Sub-Committee grants the application.
