1 Welcome to new Members: On behalf of the Panel, the Cabinet Champion, who was attending his first meeting, extended a warm welcome to Councillors Mrs A M L Bland, Mrs S Dewhurst and J N Grundy and Mr M Humphries (Co-opted Member), new Members of this Panel.

3 Minutes: The Minutes of the meeting of this Panel held on 10 March 2008 were approved as a correct record.

5 Representation on partnership structure: Agreed: The Director of Environmental Services is requested to make arrangements for elected Members to attend the following Community Safety partnership groups during 200/09 as follows:-
(a) Wigan Community Safety Partnership Executive Group: Councillors K Anderson (Cabinet Champion for Neighbourhood) and Mrs M J Whiteside.
(b) Youth Offending Team Management Board: Councillor Mrs M J Whiteside, together with Councillor R Winkworth representing the Children and Young People's Panel.
(c) Domestic Violence Executive: Councillor K Anderson (Cabinet Champion for Neighbourhood).
6 Housing needs survey: Mr D Couttie of David Couttie Associates (DCA) Limited gave a presentation on the Council’s housing needs survey.
Agreed: Mr Couttie is thanked for the presentation.
7 Private sector housing strategy: The Panel considered a report outlining performance within private sector housing strategy and commenting on proposals to review the strategy over the coming months.
Agreed: The Panel notes the report now submitted.
8 Draft Environmental Services departmental plan 2008/11: The Panel considered a report, which had been considered by the Regeneration Panel and which was also to be submitted to the Environment Panel, advising Members of the draft Environmental Services departmental plan which set out the department’s priorities and key tasks for 2008/11.
The Regeneration Panel at minute 5 had noted the report.
Agreed: The Panel notes the report and draft departmental plan now submitted.
9 Draft revised anti social behaviour strategy: The Panel considered a report seeking the views of Members on the draft revised anti-social behaviour strategy 2008/11.
Agreed: The Panel notes the report and the draft revised strategy now submitted.
10 Food service plan 2008/09: The Panel considered a report which was to be submitted to Cabinet and the Council dealing with the food service plan 2008/09.
Agreed: The Panel endorses the Food Service Plan 2007/08 now submitted.
11 Alcohol and licensing enforcement: The Panel considered a report informing Members of changes to the work within regulatory services on alcohol related enforcement.
Agreed: The Panel notes the report now submitted.
12 Wigan Community Safety Partnership – minutes: The Panel considered the minutes of the meeting of the Wigan Community Safety Partnership Executive Group held on 6 May 2008.
Agreed: The Panel notes the minutes now submitted.

14 Update on affordable housing development and housing policy: The Panel considered a report informing Members of the affordable housing development and housing policy which was approved by Cabinet at minute 365, April 2008.

(Councillor Mrs M J Whiteside declared a prejudicial interest in this item because she is a Member of Wigan and Leigh Housing appointed by the Council and she left the meeting during discussion thereon).
15 Contracts for the provision of drug and alcohol treatment services: The Panel considered a report informing Members of the decisions made by the Diector of Environmental Services in relation to the continuation of current contracts for the provision of drug and alcohol treatment services in Wigan Borough.
Agreed: The Panel notes the report now submitted.
16 Retirement of Harry Webster: The Cabinet Champion informed Members that Harry Webster, Acting Democratic Services Manager, would be retiring on 31 July 2008 and that this would be his last meeting of the Community Protection Panel.
Agreed: The Panel places on record its sincere appreciation of the work undertaken by Harry Webster, Acting Democratic Services Manager, to this Panel and to the Council and extends to him best wishes for a long and happy retirement.
