1 Election of Mayor: It was moved by Councillor J S Birch and seconded by Councillor W Rotherham and

Resolved: Councillor Rona Winkworth is elected Mayor of the Metropolitan Borough of Wigan for the ensuing Municipal Year.

The Mayor (Councillor Rona Winkworth) then occupied the Chair.

Councillor Rona Winkworth made the declaration of acceptance of office, announced that her daughter, Gail Guy, would be her Mayoress and that Reverend K Bolton would be her Chaplain. She then returned thanks for her election.

2 Visit to Church: The Mayor extended an invitation to all Members of the Council, the Chief Officers and others to accompany her to a Civic Service at St Paul’s Church, Goose Green at 10.45 a.m. on Sunday, 18 May 2008.

3 Mayoral Charity: The Mayor announced that she would be setting up a Mayoral Charity during her year in office and that the proceeds would be donated to provide special equipment for the children’s ward at Wigan Infirmary and that the title of the appeal would be ‘Over the Rainbow.’

4 Vote of thanks to retiring Mayor: It was moved by Councillor C Rigby and seconded by Councillor K Anderson and

Resolved: The warmest thanks of this Council are accorded to Councillor John David O’Brien for the able, courteous and acceptable manner in which he has filled the office of Mayor of this Metropolitan Borough during the past Municipal Year.

Other Members of the Council paid personal tributes.

The retiring Mayor expressed his thanks to all who had assisted him during his term of office as Mayor of the Metropolitan Borough of Wigan.

5 Election of Deputy Mayor: It was moved by Councillor G M Bretherton and seconded by Councillor J Hilton and

Resolved: Councillor Mark Aldred is elected Deputy Mayor of the Metropolitan Borough of Wigan for the ensuing Municipal Year.

Councillor Mark Aldred made the declaration of acceptance of office, introduced his wife, Councillor Mrs Karen Aldred, as Deputy Mayoress and returned thanks for his election.

There then followed a short adjournment to allow the personal guests of the Mayor and the Deputy Mayor to withdraw to the Mayor’s Parlour.

16 The Constitution, including necessary amendments: The Council considered a report dealing with proposed changes to the Council’s constitution. The report incorporated the decisions of Audit Governance and Improvement Review Committee (minute 89, April 2008) and Cabinet (minute 371, April 2008).

Resolved: (1) The Council:

  • confirms and adopts the amendments to the Constitution as now submitted; and
  • requests Cabinet to review the amendments to the Constitution after six months and report back to Council should it then have any further recommendations to make.
