81 Reference to retiring Councillors: Members of the Committee made reference to Councillors J A O’Neill (Chairman), Mrs A Bennett (Vice Chairman), Mrs B Jarvis and A Robinson, who were not seeking re-election at the local election on 1 May 2008.

Resolved: The Committee places on record its appreciation of the services rendered by Councillors J A O’Neill (Chairman), Mrs A Bennett (Vice Chairman), Mrs B Jarvis and A Robinson and wishes them all a long and happy retirement.

82 Apologies for absence: Doctor Councillor C M Cottam and Councillor J D Hodgkinson.

83 Minutes: The minutes of the meeting of this Committee held on 1 April 2008 were approved as a correct record.

84 Market Place, Atherton Conservation Area: The Committee considered a report which had been considered by Cabinet (minute 362 refers) on the results of a consultation exercise undertaken in connection with the Market Place, Atherton conservation area appraisal.

Cabinet had adopted the revised Market Place, Atherton conservation area appraisal as set out in the report now submitted.

Resolved: The Committee concurs with the decision of Cabinet at minute 362 and accepts the revised Market Place, Atherton conservation area appraisal as material considerations in the assessment of future planning applications.

85 Haigh Village Conservation Area Appraisal: The Committee considered a report which had been considered by Cabinet (minute 363 refers) on the results of a consultation exercise undertaken in connection with the Haigh village conservation area appraisal and management plan and a proposed extension to the conservation area boundary.

Cabinet had

  • adopted the revised Haigh village conservation area appraisal and management plan as set out in the report now submitted; and
  • approved the extension of the Haigh village conservation area under Section 69 of the Planning (Listed Buildings and Conservation Areas) Act 1990.

Resolved: The Committee concurs with the decision of Cabinet at minute 363 and accepts the Haigh village conservation area appraisal, the management plan and the extension of the conservation area as material considerations in the assessment of future planning applications.

86 Meeting of the Wigan and St Helens Service Users' Forum for Building Control and Development Control: The Committee considered a report enclosing a note of a meeting of the joint Wigan and St Helens service users’ forum for building control and development control held on 11 March 2008. The forum provided an opportunity to discuss common problems and new initiatives with those who regularly submitted applications for building regulations and planning consent.

The report set out details of the alternative options to be considered. The reason for selecting the one recommended was because the establishment of the forum was an important improvement arising from the best value review of development control in 2000 and an essential component of the charter mark award for building control and development control in 2005. The forum enabled service users to directly influence service delivery. Members of Planning Committee needed to be advised how service users viewed the way the service was delivered.

Resolved: The Committee notes the report now submitted.

87 Information items: There were no information items.

88 Royal Town Planning Institute – The Politicians in Planning Association (PIPA): The Chairman agreed to this additional item being considered as urgent, the special circumstance being the need to reserve places at a conference in October 2008 at this stage so that all the available places were not allocated to other authorities.

The Director of Environmental Services informed the Committee that as part of the Royal Town Planning Institute, Politicians in Planning Association (PIPA) aimed to influence planning policies and to press decision-makers to address current planning-related issues effectively. He invited the Committee to consider reserving two places at a PIPA conference to be held in Manchester on Saturday 11 October 2008.

Resolved: The Committee agrees to reserve two places at a PIPA conference to be held in Manchester on Saturday 11 October 2008.

89 Planning proposals: The Committee considered planning and related applications which had been submitted to the Council. Reports and associated documentation and representations had been circulated with the agenda.

Resolved: (1) The decisions of the Committee on the planning and related applications are as set out in the schedule attached.

(2) In respect of application A/08/70669, to retain front and rear roof alterations (retrospective application) (re-submission of A/07/70217), 20 Danesway, Wigan, the officers' recommendation was to approve the application. The Members resolved to refuse the application for the following reason:-

The front dormers, by reason of their size, siting and design, constitute a discordant addition to the bungalow resulting in an overly intrusive and unduly prominent development in the street scene to the detriment of the appearance of the property and the character of the locality contrary to the principles of good design and the provisions of Policy R1D and Policy EV3A of the Replacement Unitary Development Plan.

The motion to refuse the application was proposed by Councillor Mrs S Loudon for the above reason. She stated that the development was overly intrusive in the street scene and that the dormers were too big and very poor. Councillor Mrs A Bennett seconded refusal of the application for the above reason. The vote on the motion to refuse the application was carried by 12 votes to 0.

(3) In respect of application A/08/70770, outline application to develop approx. 0.83 Ha of land for residential purposes. (all matters reserved) re-submission of A/07/69814, rear of 24-82 Preston Road, Standish, the Committee delegates power to the Director of Environmental Services to grant conditional planning permission, following the receipt of an acceptable bat survey relating to the existing buildings on the site.

90 Vote of thanks: Resolved: The best thanks of this Committee is extended to the Chairman, the Vice-Chairman and the Officers for the excellent services rendered by them during the past Municipal Year.
