87 Apologies for absence: Councillors Mrs K Aldred, R M Bleakley, Mrs P Cullen, J Haley, J Miller, P Prescott, C Sweeney and Mr T Addison (Independent Member) and Mr W Anderton (Independent Member).

88 Minutes: The minutes of the meeting of this Committee held on 20 March 2008 were approved as a correct record.

89 Amendments to the Constitution: The Committee considered a report, which was to be submitted to Cabinet, that sought the views of Members regarding the following proposed changes to the Council’s Constitution prior to a report being submitted to Council:

1 amendments to delegations to officers arising from the structural changes pursuant to the Support Services review;

2 amendments to delegations to officers containing a financial limit on their use;

3 amendments to Key Decision categories;

4 amendments to delegations to the Director of Environmental Services following changes in legislation;

5 miscellaneous amendments;

6 amendments to the Contract Procedure Rules; and

7 amendments to the Financial Procedure Rules

Members discussed the proposed changes and requested that a number of amendments be made.

Resolved: The Committee endorses the report, incorporating the amendments as now discussed.

(Councillor M W Winstanley declared a personal and non-prejudicial interest in this item because he is a Director of Wigan and Leigh Housing appointed by the Council. Councillor B J Fagan declared a personal and non-prejudicial interest in this item because he is a Member of the Council’s Standards Committee, Appointments Committee, a Member of AGMA Council and because his son and daughter-in-law are employed by Wigan Council).

90 Vote of thanks: Resolved: The best thanks of this Committee are extended to the Chairman, Cabinet Champion and the officers for the excellent services rendered by them during the past Municipal Year.
