70 Minutes: The minutes of the meeting of this Panel held on 21 January 2008 were approved as a correct record.
71 Neighbourhood teams: Mr I Harrison gave a presentation on neighbourhood teams.
Agreed: The Panel thanks Mr Harrison for the presentation.
72 Partnerships and communities together (PACT) process: The Panel considered a report on revisions to the way the Council engaged and involved communities in identifying and responding to joint priorities, particularly, but not exclusively in relation to, cleaner, safer and greener issues.
Cabinet at minute 306 had noted the principle of the PACT scheme now reported; had deferred this item to consult Overview and Scrutiny Committee; and had requested the Director of Environmental Services to undertake a consultation exercise with all Members of the Council and to report back to the next meeting of Cabinet.
Overview and Scrutiny Committee at minute 122 had noted the report and had requested the Director of Environmental Services to provide information for all Members of that Committee on the increased number of staff needed to carry out the co-ordination function.
The Director of Environmental Services informed the Panel of the staffing implications arising from the introduction of the PACT process.

73 Crime statistics 1 April 2007 to 31 January 2008: The Panel considered a report on the performance in relation to recorded crime during the period 1 April 2007 to 31 January 2008.
The Director of Environmental Services referred to minor amendments to the report.

74 Environmental Services quarter three service plan monitoring report 2007/08: The Panel considered a report dealing with the Environmental Services Department’s interim service plan quarterly monitoring data.
The report was also to be considered by the Regeneration and Environment Panels.

75 Wigan and Leigh Housing – performance during the third quarter of 2007/08: The Panel considered a report dealing with the performance of Wigan and Leigh Housing during the third quarter of 2007/08.

76 Older persons housing study and action plan: The Panel considered a report dealing with progress made against the actions set in the older persons housing action plan 2005. Attached to the report was a new action plan for the period 2008-10.

77 Healthy business award scheme: The Panel considered a report informing Members about the proposed healthy business award, a project funded by the Ashton, Leigh and Wigan Primary Care Trust and delivered by Council staff to contribute to tackling the year on year rise in obesity in the Borough.

78 Hate crime awareness week 2008: The Panel considered a report informing Members about the programme of activity which took place during hate crime awareness week 2008.

79 Protocol between Local Housing Authorities and Fire and Rescue Authorities to improve fire safety”: The Panel considered a report informing Members of the exercise of the delegation to sign the “Protocol between Local Housing Authorities and Fire and Rescue Authorities to improve fire safety”, in accordance with the Council’s Constitution.

81 Questions by Members at Panel meetings: Councillor H.L. Cadman had submitted a question in respect of the nuisance of speeding cars on Spencer Road, Wigan and the associated noise from car radios. Superintendent McIver and the Director of Environmental Services responded.
Agreed: The question and response are noted and Superintendent McIver is requested to submit a written response to Councillor Cadman and the complainant.
