67 Minutes: The minutes of the meeting of this Panel held on 17 January 2008 were approved as a correct record, subject to Councillor Mrs K Aldred’s declaration of interest at minute 62, being amended to record her child’s attendance at Hesketh Fletcher CE High, Atherton and not Ince School.

68 Recording of racist incidents involving children and young people and optional recording of other hate-incidents and bullying: The Panel considered a report that informed Members of racist incidents involving children and young people recorded during the autumn term 2007 and the steps that had been taken to eliminate racial harassment and promote community cohesion.

Members asked questions to which the Director of Children and Young People’s Services responded.

Agreed: The Panel notes the report now submitted.

69 Children and Young People's Plan 2008/11: The Panel considered a report that informed Members of progress in reviewing the Wigan Children and Young People’s Plan 2008/11 and invited their comments on the priorities put forward by the Children and Young People’s Strategic Partnership.

Members asked questions to which the Director of Children and Young People’s Services responded.

Agreed: The Panel endorses the report now submitted.

70 Primary strategy for change: response to consultation on draft strategy: The Panel considered a report, which was to be submitted to Cabinet, dealing with the results of the consultation on the policies and principles underpinning the draft primary strategy for change.

Members asked questions to which the Director of Children and Young People’s Services responded.

Agreed: The Panel endorses the report now submitted and requests that their observations are passed onto Cabinet.

71 Determination of admission arrangements 2009/10: community and voluntary-controlled schools: The Panel considered a report, which was to be submitted to Cabinet, dealing with the local authority consultation on admission arrangements for community and voluntary-controlled schools and nurseries for 2009/10.

Members asked questions to which the Director of Children and Young People’s Services responded.

Agreed: The Panel endorses the report now submitted.

72 Proposed amendments to the decision making model for primary schools: The Panel considered a report, which was to be submitted to Cabinet, requesting approval for changes to the primary decision making model.

Agreed: The Panel endorses the report now submitted and requests that their observations are passed on to Cabinet.

73 Appointment of Local Authority representative governors: The Panel considered a report that informed Members of local authority governor vacancies at schools in the Borough.

Agreed: The Panel notes the report now submitted.

74 Vote of thanks: Agreed: The best thanks of this Panel are extended to the Cabinet Champion and the Officers for the excellent services rendered by them during the past Municipal Year.
