At its meeting on 5th September 2007, Council agreed to enter into a joint procurement process with Salford City Council to procure a joint Local Education Partnership. It also further resolved that:
‘Members delegate authority to the Chief Executive, in consultation with the Directors of Children’s & Young People’s Services, Legal & Property and Finance & IT, to approve the necessary OJEU notice, procurement documentation and necessary consultants’ appointments’
Members delegate authority to the Chief Executive in consultation with the Leader to approve the long list of bidders (ITPD stage) and the shortlist of bidders (ITPD stage) and the selection of the preferred bidder.
In this regard I have to date authorised the following:
On 21/9/07 I authorised in consultation with the relevant directors the Memorandum of Understanding, OJEU Notice, Memorandum of Information and Pre Qualification Questionnaire.
On 22/10/07 I jointly signed the MOU with the Chief Executive of Salford City Council.
On 30th October 2007 I jointly signed a cost sharing letter with the Chief Executive of Salford City Council.
On 23rd January 2008 in consultation with the Leader I approved the short list of bidders to be invited to progress to the ITCD stage.
Having now considered a report regarding the ‘Invitation to Continue Dialogue’ (ITCD) phase of the procurement process and in consultation with the relevant directors I have now made the following Executive Decision:
To approve the documentation for the ‘Invitation to Continue Dialogue’ (ITCD) phase of the procurement process.

Since this is an Executive Key Decision, the decision will come into force, and may then be implemented, on the expiry of five working days after the publication of the decision i.e. 28th February 2008, unless the Overview and Scrutiny Committee objects to it and calls it in.
