6 Whipping Declarations: The Deputy Director of Legal and Property Services reminded the meeting that Government guidance expected Members of Overview and Scrutiny Committees not to act in accordance with Party whipping and that, if they did, they were to declare it. There were no declarations made.

Resolved: The Committee accepts the report.

Item subject to confirmation by the Council:

7 Wigan Wigan Joint Service Centre PFI project – appointment of preferred bidder: The meeting considered reports on the process that had been followed to appoint the preferred bidder to undertake the design, construction and servicing of the Wigan Joint Service Centre.and the outcome of a detailed evaluation of bids.

There are no alternative options to be considered. The Council is required to follow an agreed process in line with Government guidelines on the Private Finance Initiative (PFI).

Members of the Overview and Scrutiny Committee expressed their views.

Recommended: (1) The Overview and Scrutiny Committee approves the recommendations of the Officers and taking account of this, the Cabinet recommends the Council to:

appoint bidder 1 as the preferred bidder to undertake the design, construction and servicing of the Wigan Joint Service Centre and that bidder 2 be appointed as a reserve bidder.

(2) The meeting places on record its appreciation of the work undertaken by the Project Team.
