Having considered a report that as agreed by Council in September 2007, the procurement of the Salford and Wigan BSF Project had commenced. Five organisations had been successful at the first stage of the procurement process (the Pre-Qualification Questionnaire (PQQ) stage) and progressed to the Invitation to Participate in Dialogue (ITPD) stage. This report provides details of the consortia who submitted ITPD documentation and the outcome of the ITPD evaluation.
Recommendations are provided with regard to the consortia to be invited to continue dialogue and rationale for the de-selection of two bidders at this stage of the process. and after consulting the Executive Leader, I made the following Executive Decision:-
(i) Approved the following list of bidders to proceed to the Invitation to Continue in Dialogue (ITCD) stage:
- Catalyst Lend Lease
- Transformational Learning Partnership
(ii) Approved the de-selection of Aura and Spirel from the process.
(If alternative courses of action were considered they should be summarised here).
Since this is an Executive Key Decision, the decision will come into force, and may then be implemented, on the expiry of five working days after the publication of the decision i.e. 4th February 2008, unless the Overview and Scrutiny Committee objects to it and calls it in.
