9 Application for the variation of a premises licence – New Inn, Ratcliffe Road, Aspull, Wigan: The Licensing Sub-Committee considered an application for a variation to a premises licence – New Inn, Ratcliffe Road, Aspull, Wigan.
The Licensing Officer’s report set out details of the application.
The applicant’s representative submitted the application to the Sub-Committee and answered questions.
A letter was submitted from an interested party and Councillor John Hilton attended the hearing on behalf of the interested party. He submitted their case to the Sub-Committee and answered questions.
In coming to its decision, the Sub-Committee took account of the Secretary of State's Guidance issued under the Licensing Act 2003 and the Council's own Licensing Policy.
Resolved: The Sub-Committee grants the application subject to the following additional condition:-
- that Karaoke will cease at 23:00 hours on any occasion that it takes place.
The Chairman also reminded the applicant’s representative that the licensee must comply with the conditions of their licence and made particularly reference to condition PPN6:-
- the licence holder or his representative shall conduct regular assessment of noise coming from the premises on every occasion the premises are used for regulated entertainment and shall take steps to reduce the noise level where it is likely to cause disturbance to local residents. A written record shall be made of those assessments in a log book kept for the purpose and shall include, the time and date of the checks, the person making them and the results including any remedial action.
10 Application for the Variation of a Premises Licence – McDonalds, Worthington Way, Marus Bridge, Wigan: The Licensing Sub-Committee considered an application for a variation to a premises licence – McDonalds, Worthington Way, Marus Bridge, Wigan.

The applicant’s representative submitted the application to the Sub-Committee and answered questions.
Written representations had been received from two interested parties but one was subsequently withdrawn. The concerns mainly related to litter and noise from vehicles.
In coming to its decision, the Sub-Committee took account of the Secretary of State's Guidance issued under the Licensing Act 2003 and the Council's own Licensing Policy.
Resolved: The Sub-Committee grants the application as submitted subject to the following condition:
- a daily litter patrol will take place within the boundaries shown on the map presented at the hearing.
