54 Minutes: The minutes of the meeting of this Panel held on 8 November 2007 were approved as a correct record.

55 Review of Wigan and Leigh Community Safety Partnership anti-social behaviour process: The Panel considered a report, which had been submitted to the Community Protection Panel (minute 50 refers), that informed Members about improvements being made to the anti-social behaviour process.

Agreed: The Panel notes the report now submitted.

56 Proposal to temporarily extend Tyldesley Primary School: The Panel considered a report, which was to be submitted to Cabinet, dealing with the responses to the consultation on the proposal to temporarily extend Tyldesley Primary School. The report also requested a decision to be taken by Cabinet on the next stage of the process.

Members asked questions to which the Director of Children and Young People’s Services responded.

Agreed: The Panel endorses the report now submitted subject to a further option raised by Members to be explored and reported at the next meeting of Cabinet.

Councillor B M Wilson declared a personal and non prejudicial interest in this item because he is a Governor at Tyldesley Primary School and the Director of Children and Young People’s services occupied the Chair for this item).

57 Children and Young People's Services quarter 2, 2007/08 performance report: The Panel considered a report, which outlined progress on the Children and Young People’s Plan at the end of quarter 2 of the 2007/08 financial year.

Members asked questions to which the Director of Children and Young People’s Services responded.

Agreed: The Panel notes the report now submitted.

58 Outcome of Ofsted inspections of schools in autumn term 2007: The Panel considered a report that informed Members on the outcomes of school inspections in the autumn term 2007.

Members asked questions to which the Director of Children and Young People’s Services responded.

Agreed: The Panel notes the report now submitted and congratulates St Peter’s Catholic High School, Orrell, St Wilfrid’s Church of England Primary, Standish and Lowton West Community Primary who achieved outstanding results.

59 Review of provision and use of resourced schools: outcome of statutory consultation: The Panel considered a report which was to be submitted to Cabinet, dealing with the outcome of statutory consultation on the proposal to:

  • discontinue the specialist nursery provision at Meadowbank Primary School, with effect from 1 September 2008; and
  • discontinue the Speech and Language Development Centre at Hindley Green Primary School, with effect from 1 September 2009.

Agreed: The Panel endorses the report now submitted.

60 Governance arrangements for the Wigan building schools for the future programme: The Panel considered a report, which was to be submitted to Cabinet, dealing with the governance arrangements for the Wigan building schools for the future programme.

Agreed: The Panel endorses the report now submitted.

61 Phase 3 children's centres: The Panel considered a report, which was to be submitted to Cabinet, dealing with the designation of Orrell Lamberhead Green Primary school as a phase 3 children’s centre to enable the capital for Leigh Central Primary school to roll forward to 2008/09.

Agreed: The Panel endorses the report now submitted.

62 Proposed admission arrangements 2009/10: voluntary aided schools: The Panel considered a report, which was to be submitted to Cabinet, dealing with the proposed admission arrangements for voluntary-aided schools for 2009/10; the Admission Forum advice on these; and recommendations for the LA response to the proposals.

Agreed: The Panel endorses the report now submitted.

63 Appointment of local authority representative governors: The Panel considered a report that informed Members of local authority governor vacancies at schools in the Borough.

Agreed: The Panel notes the report now submitted.

64 Dates and times of meetings 2008/09: The Panel considered a draft programme of dates and times of meetings of the Council, Cabinet, Committees and Panels for 2008/09. Cabinet at minute 207 had approved the draft programme and had invited comments from the Panel.

Agreed: The Panel endorses the draft programme of dates and times of meetings for 2008/09 now submitted.

65. Questions by Members at panel meetings: Councillor R Winkworth raised a question regarding the children displaced from Shakerley School and requested an update and the Director of Children and Young People’s services responded.

Councillor Mrs K Aldred raised a question regarding the consultation process for PEMBEC School and the Director of Children and Young People’s services responded.
