55 Wigan local development framework - third annual monitoring report: The Committee considered a report which had been considered by the Environment Panel (minute 35 refers) and which would also be considered by the Cabinet, informing Members about the Wigan local development framework third annual monitoring report. The document would be used as a basis for consultation with the Environment and Development Partnership before submission to the Secretary of State by the end of December 2007.
The Director of Environmental Services referred to the incorporation of a minor amendment to paragraph 2.33.
Resolved: The Committee endorses the report as now amended.

57 Planning proposals: The Committee considered planning and related applications which had been submitted to the Council. Reports and associated documentation and representations had been circulated with the agenda.
Resolved: (1) The decisions of the Committee on the planning and related applications are as set out in the schedule attached.
(2) In respect of application A/07/69493, to extend existing nursing home to rear/side, to provide 12 additional bedrooms, Haighfield Nursing Home, 241 Wigan Road, Standish, the officers' recommendation was to refuse the application. The Members resolved to approve the application and consequently the Committee delegates power to grant conditional planning permission to the Director of Environmental Services, following consultation with the Chairman and the Vice-Chairman of this Committee.
The motion to approve the application was proposed by Councillor G A Fairhurst who stated that accommodation of this nature was required and was not out of character having regard to recent developments to the south of this site. The land to the north was currently a vacant site. Councillor N A Bradbury seconded approval of the application and stated that appropriate conditions could be imposed to ensure that this development did not impinge on any adjoining property. The motion to approve the application was carried by 8 votes to 3 (after an earlier vote to refuse the application had been defeated by 7 votes to 4).
