37 Minutes: The Minutes of the meeting of this Panel held on 19 September 2007 were approved as a correct record.

38 Sustainability in Sweden presentation: The Panel received a presentation from the Director of Environmental Services on sustainable development.

Examples of Scandinavian best practice were explained following a study tour carried out by English Partnerships. The schemes shown included modular units of affordable housing with many innovative features including the use of renewable energy. Members were informed that Gateshead Council were working with developers on this type of affordable housing.

39 SMART neighbourhood’s presentation: The Panel received a presentation on recent work to improve our local/neighbourhood level data collection and analysis.

The Panel was informed of the SMART neighbourhood study which had identified some key lessons and highlighted possible issues for further development.

40 Local Area Agreement: The Panel considered a report that informed member of the current progress in developing the new Local Area Agreement.

41 Wigan town centre – Northern Crescent study: The Panel considered a report that had been considered by Cabinet (minute 191 refers) on the findings of the Wigan Town Centre northern crescent study and the next steps required.

42 European Social Fund (ESF) programme 2008/10: The Panel considered a report that informed Members of the new European Social Fund (ESF) programme for 2008/10.

43 Environmental Services quarter two service plan monitoring report 2007/08: The Panel considered a report which had been considered by Community Protection Panel (minute 53 refers) and which would be considered by Cabinet that advised Members of the Environmental Services Department’s interim service plan quarterly monitoring data.

44 Economic development update: The Panel considered a report that informed Members of the current progress in the Wigan economy and of any major investment decisions.
