47 Youth Offending Team – performance: Ms Bond was unable to provide a power point presentation on the performance of the Youth Offending Team due to power failure.
Agreed: The Panel agrees to defer the presentation to the next meeting.
48 Neighbourhood policing: Inspector S Wilkinson from the Greater Manchester Police gave a presentation on neighbourhood policing.
Agreed: The Panel thanks Inspector S Wilkinson for the presentation.
49 Accommodation information regarding offenders: The Panel considered a report providing information about the accommodation needs of offenders under probation supervision within the Borough.
Agreed: The Panel notes the report.
50 Review of Wigan Community Safety Partnership anti-social behaviour process: The Panel considered a report informing Members about improvements being made to the anti-social behaviour process.
The report set out details of the alternative options to be considered. The reason for selecting the one recommended was because the option proposed improved the current process; was aligned to corporate partnership and national direction; and fell within the framework agreed by Cabinet.
The Director of Environmental Services suggested that the report be referred to the Children and Young People’s Panel and Wigan Leisure and Culture Trust for information.
Agreed: The Panel:-
- supports further development of the anti-social behaviour process as set out in the report now submitted;
- supports the incorporation of the contact card system document into the existing anti-social behaviour process;
- endorses the introduction of an updated process as now reported; and
- supports the suggestion of the Director of Environmental Services to refer the report to the Children and Young People’s Panel and Wigan Leisure and Culture Trust for information.
(Councillor Mrs M J Whiteside declared a personal and non prejudicial interest in this item because she is a Member of Wigan and Leigh Housing appointed by the Council).
51 Development of the Partners and Communities Together (PACT) toolkit: The Panel considered a report providing an update on the development of the PACT toolkit aimed at improving service delivery by identifying and responding to the issues which were of most concern to local residents.
Agreed: The Panel supports the development of the PACT toolkit as set out in the report now submitted.
52 Making housing count: housing research & development of sub regional housing strategies: The Panel considered a report which set out the findings of the “making housing count” research together with the emerging sub regional housing policy developments in Greater Manchester.
Agreed: The Panel notes the report now submitted.
53 Environmental Services quarter two service plan monitoring report 2007/08: The Panel considered a report, which was also to be submitted to the Regeneration and Environment Panels, advising Members of the Environmental Services Department’s interim service plan quarterly monitoring data for the period 1 July to 30 September 2007.
