28 Welcome to new Member: The Chairman, on behalf of the Panel, extended a warm welcome to Councillor Mrs J M Peet.

30 Minutes: The Minutes of the meeting of this Panel held on 18 September 2007 were approved as a correct record.

31 Modern day learning disability services: The Panel considered a report and received a DVD presentation from the Director of Adult Services advising Members on the current in-house day services provision of people with learning disabilities. Simon Fleming, Mark Swift, David Woods and Chris Whittaker from Amberswood, who appeared in the film, were present at the meeting for this agenda item.

The Panel asked questions to which the Director of Adult Services responded.

Agreed: The Panel accepts the report now submitted and thanks the Director of Adult Services for the presentation.

32 Adult Services budget monitoring 2007/08: The Panel considered a report which had been submitted to Cabinet (minute 159 refers) informing Members on the budget monitoring position for Adult Services after the first four months of 2007/08 and the budgetary issues which needed to be addressed during the remainder of the financial year.

The Panel asked questions to which the Director of Adult Services responded.

Agreed: The Panel notes the report now submitted.

33 Inspection of older people services: The Panel considered a report, which had been submitted to Cabinet (minute 172 refers), on the outcome of the inspection of older people services undertaken by the Commission for Social Care Inspection (CSCI). This showed that the Council was serving most people well with prospects for improvement. Members and Co-opted Members of the Panel had attended Cabinet as observers for this item.

The Panel asked questions to which the Director of Adult Services responded.

Agreed: The Panel notes the report now submitted and places on record its appreciation for the high standard of work being carried out by staff in the Adult Services Department, resulting in the very positive final outcome of the inspection.

34 Supporting people inspection: The Panel considered a report informing Members of the action plan which had been drawn up in response to the supporting people inspection. The action plan provided a framework within which the development and improvements required would be delivered.

35 Good social care practice: The Panel considered a report which shared a recent newspaper article and described good health and social care practice.

Members of the Panel appreciated the report and commented favourably to which the Director of Adult Services responded.

Agreed: The Panel:- (1) notes the report submitted; and

(2) requests the Director of Adult Services to inform all other Members of the Council of this article.

36 Question raised by a Member at the Panel meeting:  Councillor Mrs J M Peet raised a question at the meeting regarding the reasons why services users were being re-admitted into hospital and discussion took place regarding some of the circumstances and the influences family members had over service users.
