1. Apologies for absence: Councillors M. Dewhurst and J. Hurst

2. Schedule of meetings: It was agreed to schedule the meetings as follows:

  • Monday 30 th July 2007, 6pm at Wigan Town Hall
  • Monday 13 th August 2007, 4pm at Wigan Town Hall
  • Tuesday 28 th August 2007, 6pm at Wigan Town Hall

Resolved: The Select Committee approved the above dates/times and agreed to set further dates later in the process of the review.

3. Terms of Reference: The select committee considered the terms of reference for the review.

Resolved: The Select Committee approved the following:

1) To understand the implications of accessing Transport Innovation Fund and its possible contribution to reducing congestion in the Borough.

To understand the implications of:

  • Traffic congestion in the borough, with particular regard to any adverse impact on attracting new investment and employment
  • Traffic associated with regeneration initiatives and how this should be accommodated
  • Road pricing in Greater Manchester and the proposed creation of a public transport interchange in Wigan, with particular reference to car parking required in association with park and ride facilities

2) To identify effective methods of encouraging people to use public transport:

  • What are the benefits and costs to individuals in using public transport
  • What improvements in quality, frequency, pricing would be effective
  • How could such improvements be brought about
  • What innovative approaches have been developed by other Local Authorities

4. To agree a list of people/agencies to be consulted or interviewed: The Select Committee considered those people or agencies that they wish to interview during this investigation, as follows:

  • Representative from Environmental Services
  • Standish Community Forum
  • Representative from Northern Rail
  • Representative from a Secondary School
  • Frank Parkinson regarding Disability Discrimination Act issues
  • Residents affected by these issues
  • Commuters affected by these issues
  • Representative from AGMA involved in the Transport Innovation Fund bid
  • Range of developers

Resolved: The Select Committee approved the above.

5 . Any other business:

Councillors P. Franzen and M. Aldred passed a personal declaration of interest for involvement in Select Committee No. 3 (Transport), due their membership on the board of the Greater Manchester Passenger Transport Authority.

Resolved: The Select Committee took note of the above.

6. Date and time of next meeting:

The next meeting will take place on Monday 30 th July 2007 at 6pm in Wigan Town Hall.

Resolved: The Select Committee approved this meeting.
