20 ContactPoint draft guidance : The Panel considered a report, which was to be submitted to Cabinet, on the progress of the project and a draft response to a consultation document.

Agreed: The Panel endorses the report now submitted.

(Councillor R T Splaine declared a personal and non prejudicial interest in this item because his daughter is employed in the Children and Young People’s Services Department).

21 Decision making model for primary schools 2007 : The Panel considered a report, which was to be submitted to Cabinet, of the results of the assessment of primary schools against the decision making model for 2007.

Members asked questions to which the Director of Children and Young People’s Services responded.

Agreed: The Panel endorses the report now submitted.

22 Primary provision on the Higher Folds estate : The Panel considered a report of arrangements being progressed between the two primary schools on the Higher Folds estate to address the implications of the resignation of the Head and Deputy Head at one of the schools in view of the low numbers of children on the school’s rolls.

Members asked questions to which the Director of Children and Young People’s Services responded.

Agreed: The Panel notes the report now submitted.

23 Appointment of local authority representative governors: The Panel considered a report that advised Members of the local authority governor vacancies at schools in the Borough. The Chairman requested that the Panel Members consider volunteering for the vacant appointments.

Members asked questions to which the Director of Children and Young People’s Services responded.

Agreed: The Panel notes the report now submitted.

24 Hindley Green Community Primary:T he Panel considered a report, which was to be submitted to Cabinet, seeking approval:

  • for the Director of Legal and Property Services to open negotiations with a view to acquiring sufficient land adjoining the school site to create a 9 verses 9 football and sports pitch complex and to satisfy the requirements of S 77 of the School Standards and Framework Act; to form a sports complex;
  • to dispose of surplus land on the school site for housing development subject to the necessary planning and S77 consent; and
  • to use the capital receipt to fund the single siting of the school.

Agreed: The Panel endorses the report now submitted.

25 Questions by Members at panel meetings: In response to a question from Councillor B M Wilson on representation on the Fostering Panel, Councillor Ms P L Holland offered to fill the vacancy.

Agreed: That the question and response now submitted be noted.
