10. Travel plans supplementary planning document: recommendations for amendments prior to adoption: The Committee considered a report which had been considered by the Cabinet (minute 44 refers) on the outcome of the public consultation exercise for the ‘travel plans’ supplementary planning document (SPD) and sustainability appraisal report. The report also sought approval for amendments to the document prior to adoption.

Cabinet had endorsed the amendments to the SPD and had adopted the revised ‘travel plans’ document as a local development document.

Resolved: This Committee concurs with the decision of Cabinet at minute 44.

12. Planning proposals: The Committee considered applications which had been submitted to the Council for planning permission and approval of reserved matters. Reports and associated documentation and representations had been circulated with the agenda.

Resolved: (1) The decisions of the Committee on the applications for planning permission and approval of reserved matters are as set out in the schedule attached.

(2) In respect of application A/07/68070, to erect eight detached dwellings and layout access road thereto (reserved matters to A/06/67345 – approved with conditions), o pen land rear of 139-153 Chorley Road, 7 Rowton Rise and rear of 6-9 Rowton Rise, Standish, the officers' recommendation was to approve the application with conditions. The Members resolved to refuse the application for the following reason:-

The proposed dwellings located towards the northern end of the site would, by reason of their scale, design, massing and relationship to neighbouring dwellings, result in a loss of amenity for the occupiers of the adjacent properties, contrary to the objectives of Policy R1D of the Wigan replacement unitary development plan, and the advice in the Council’s supplementary planning document ‘design guide for residential development’.

The motion to refuse the application was proposed by Councillor J Hilton for the above reason. He stated that the dwellings to be constructed at the northern end of the proposed development would have an overbearing effect resulting in a loss of amenity for residents of neighbouring properties on Rowton Rise, Standish.

Councillor Mrs A Bennett seconded refusal of the application for the above reason. She stated that the proposed dwellings at the northern end of the site would be too tall and would be built too close to the existing properties on Rowton Rise. The vote on the motion to refuse the application was carried by 10 votes to 0.
