2. Application for a Premises Licence: The Licensing Sub-Committee considered an application for a Premises Licence for Wilkinson’s Newsagents, 227A Ormskirk Road, Newtown, Wigan.
The Licensing Officer’s report set out details of the application and the steps proposed to promote the licensing objectives.
The applicant submitted the application to the Sub-Committee and answered questions. The applicant reduced the opening hours on his application to the following:
- Monday – Friday - 05:00 to 21:00
- Saturday - 05:00 to 19:30
- Sunday - 06:00 to 20:00
Written representations had been received from 9 interested parties living in the vicinity of the premises and a petition signed by 36 residents had also been received. Councillor M Dewhurst attended the hearing on behalf of some of the interested parties.
In coming to its decision, the Sub-Committee took account of the Secretary of State's Guidance issued under the Licensing Act 2003 and the Council's own Licensing Policy.
Resolved: The Sub-Committee grants the application as amended above subject to the following conditions:
- A tamper proof CCTV system shall be installed at the premises and shall be used to record during all hours that a licensable activity takes place on the premises;
- All CCTV equipment shall be maintained in good working order in accordance with the manufacturer's instructions; and
- The images recorded by the CCTV system shall be retained in unedited form for a period of not less than 28 days.
