1. Welcome to new Members: On behalf of the Panel, the Cabinet champion extended a warm welcome to Councillors B Bowen, N A Bradbury, J Eccles-Churton and Ms L E Fagan and Mr H Holden (Co-opted Member), new Members of this Panel.
2. Apologies for absence: Councillors M Baines, Mrs J Beswick, H L Cadman, J D Hodgkinson and Mrs A Turnock and Chief Superintendent L Bruckshaw and Mr J Harding (Co-opted Members).
3. Minutes: The Minutes of the meeting of this Panel held on 13 March 2007 were approved as a correct record.

5. Elected Member representation on partnership structure : Agreed: The Director of Environmental Services is requested to make arrangements for elected Members to attend the following Community Safety partnership groups during 2007/08 as follows:-
- Wigan Community Safety Partnership Executive Group: Councillors K Cunliffe ( Cabinet Champion for Neighbourhood ) and Mrs M J Whiteside.
- Youth Offending Team Management Board: Councillor Mrs M J Whiteside, together with Councillor R Winkworth representing the Children and Young People's Panel.
- Domestic Violence Executive: Councillor K Cunliffe ( Cabinet Champion for Neighbourhood ).
6. Making housing count: Mr P Leyland from the Environmental Services Department gave a presentation on ‘Making Housing count’. The project within the Manchester City region followed a major research study commissioned by the Association of Greater Manchester Authorities and the presentation outlined the general findings of the study together with the implications for future housing policy.
Agreed: Mr Leyland is thanked for the presentation.
7. Provision of additional affordable housing and new opportunities for bidding: The Panel considered a report which had been approved by Cabinet at minute 12 on the developing situation with regard to affordable housing and the recently announced opportunities for bidding to the Housing Corporation .
Agreed: The Panel notes the report now submitted.

8. Discussions with English Partnerships over housing issues in former Coalfield Committees: The Panel considered a report which had been approved by Cabinet at minute 24 on the English Partnerships offer of discussions on how they could help in regenerating housing areas within former coalfield communities .
Agreed: The Panel notes the report now submitted.
9. Anti Social Behaviour Action Plan: The Panel considered a report informing members of the development of the 2007/08 Anti Social Behaviour Action Plan to deliver the Anti Social Behaviour Strategy.
The report set out details of an alternative option to be considered. The reason for selecting the one recommended was because the development of an action plan would give a focus to dealing with anti social behaviour

10. Food Service Plan 2007/08: The Panel considered a report which was to be submitted to Cabinet and the Council dealing with the Food Service Plan 2007/08. The Director of Environmental Services referred to minor amendments to the report.
Agreed: Subject to the minor amendments now reported, the Panel endorses the Food Service Plan 2007/08 as now submitted.
11. Wigan Community Safety Partnership – minutes : The Panel considered the minutes of the meeting of the Wigan Community Safety Partnership Executive Group held on 8 May 2007.
Agreed: The Panel notes the minutes now submitted.
12. Questions by Members at Panel meetings: There were no questions.
13. Neighbourhood services: The Cabinet Champion agreed to this additional item being considered as urgent, the special circumstance being the need to update Members of the Panel on the Neighbourhood services project.
Superintendent P McIvor and Inspector R Pell from the Greater Manchester Police and Mr I Harrison from the Environmental Services Department gave a presentation on ‘Neighbourhood services’. Reference was made to the Neighbourhood services pilot project at Marsh Green.
Agreed: (1) Superintendent McIvor, Inspector Pell and Mr I Harrison are thanked for the presentation.
(2) The Director of Environmental Services is requested to arrange for Members of the Panel to visit the Neighbourhood services pilot project at Marsh Green on the morning of the day of the next meeting of this Panel on 23 July 2007.
14. Norfolk Property Services (NW) Ltd - fourth quarter report 2006/07: The Panel considered a report which was to be submitted to Cabinet dealing with the performance of Norfolk Property Services(NW) Ltd over the fourth uuarter of 2006/07 and on the continuing development and review of the Performance Management framework.
Agreed: The Panel endorses the report now submitted.
