1. Welcome to new Members: On behalf of the Committee, the Chairman extended a warm welcome to Councillors B Bowen, N A Bradbury and W Carney, new Members of the Committee .
2. Apologies for absence: Councillors C M Cottam and G A Fairhurst.
3. Minutes: The minutes of the meeting of this Committee held on 1 May 2007 were approved as a correct record.

4. Alterations to sites of biological importance register: The Committee considered a report updating Members on the amendments which had been made to the register of the sites of biological importance. All the changes had occurred since the proposals map for the draft Unitary Development Plan was compiled and would be maintained as a separate file until the plan review.
There were no alternative options available for consideration.
Resolved: The Committee notes the amendments to the register of the sites of biological importance as now reported.

6. Planning proposals: The Committee considered applications which had been submitted to the Council for planning permission and approval of reserved matters. Reports and associated documentation and representations had been circulated with the agenda.

(2) In respect of application A/07/68736, erection of extensions to existing retail store by way of one extension to the front and a rear extension, along with external alterations consisting of an external staircase, storage cage and alterations to the roof, Tesco Stores Ltd, Cross Street, Hindley, the Director of Environmental Services is requested to continue to monitor the level of noise arising from the construction of a mezzanine floor within the store.

Conditions:
1. The development hereby approved shall be carried out in accordance with the details shown on plan reference 114-10, 114-03C, SCP1A, 016.01.11 received 20.0.2007. 100-03/04/05/06/07/08/09/10-A-PA received 22.12.2006. 657-01 received 22.12.2006.
2. Before any part of the development hereby approved is commenced, particulars/samples of the materials to be used for the external walls and roof shall be submitted to and approved by the Local Planning Authority. The development shall be constructed only in accordance with the approved materials.
3. All services including cable and telephone services shall be placed underground and provision shall be made in the design and construction of the dwellings, roads and access to enable this to be achieved.
4. Before the development hereby approved is commenced details of the proposed screen walls or fences shall be submitted to and approved by the Local Planning Authority and shall be erected as an integral part of the development in accordance with the approved details and completed to each dwelling before that dwelling is first occupied.
5. The site shall be treated in accordance with a landscape scheme to be submitted to and approved in writing by the Local Planning Authority before any part of the development is commenced and all works in accordance with the scheme shall be completed within a period of 12 months from the date on which development in accordance with the permission hereby granted is first commenced, or such longer period as may be agreed by the Local Planning Authority, having regard to planting seasons, such landscape scheme to include the planting of live trees and the treatment of forecourts, paving and boundary fences. All planting shall be maintained for a period of 5 years from the agreed date of planting.
6. Prior to the commencement of the construction of any building hereby approved provision shall be made on the site for:-
- the parking of construction workers vehicles
- storage of building materials, equipment and plant, and
- placement of site cabins, site offices and storage containers
In accordance with details to be submitted to and approved in writing by the Local Planning Authority before the commencement of the development.
The development shall be carried out only in accordance with the approved details.
7. Before the development hereby approved is commenced the following information shall be submitted to and approved in writing by the Local Planning Authority:
(i) a full site survey showing:
- the datum used to calibrate the site levels
- levels along all site boundaries
- levels across the site at regular intervals
- floor levels of adjoining buildings
(ii) full details of the proposed finished floor levels of all buildings and hard surfaces.
The development shall be carried out only in accordance with the approved details.
8. Any development of the site shall be drained on separate foul and surface water systems. All foul drainage shall be connected to the foul sewers and only uncontaminated surface water shall be connected to the surface water system.
9. Before the development hereby approved is commenced, a scheme for protecting the proposed development from noise from Almond Brook Road shall be submitted to and approved by the Local Planning Authority. Any works which form part of the scheme shall be completed before any of the permitted development is occupied. A glazing scheme of specification 10mm glass, 12mm air and 4mm glass or similar together with acoustic ventilation is required to all noise sensitive rooms facing Almond Brook Road.
10. Before any part of the development hereby approved is commenced, details of the proposed materials for the surfacing of the driveways and access road shall be submitted to and approved in writing by the Local Planning Authority. The development shall be carried out only in accordance with the approved details.
11. All car parking, means of enclosure and treatment of hard surfaces not built upon shall be completed before the use of the land/buildings hereby approved is commenced.
12. Before the development hereby approved is commenced, details of the method of surface water and foul water drainage from the site shall be submitted to and approved in writing by the Local Planning Authority and shall be installed in accordance with the approved details as an integral part of the development.
No occupation or use of any building hereby approved shall commence until it has been connected to the approved drainage system.
13. No development hereby permitted, excluding demolition works, shall be commenced until the arrangements for provision and future maintenance of public open space and play space commensurate with the number of dwellings proposed, in accordance with Replacement Unitary Development Plan Policy R1E, have been submitted to and approved in writing by the Local Planning Authority. The approved arrangements shall be implemented before any dwellings are first occupied.
14. No development, excluding demolition works, shall be commenced until the access to the site has been provided in accordance with plan SCP1A, or an alternative plan agreed in writing by the Local Planning Authority.
Reasons :

9. Loading/unloading and manoeuvring of goods vehicles (including forklift trucks) on the site shall not take place except during the following hours, namely: 07.00 to 23.00, Monday to Sunday inclusive.
