1. Election of Mayor: It was moved by Councillor C Rigby and seconded by Councillor Mrs S Loudon and
Resolved: Councillor John David O’Brien is elected Mayor of the Metropolitan Borough of Wigan for the ensuing Municipal Year 2007/08.
The Mayor (Councillor John O’Brien) then occupied the Chair.
Councillor John O’Brien made the declaration of acceptance of office, announced that his wife Hazel would be his Mayoress and that Reverend Dr A Cunningham would be his Chaplain. He then returned thanks for his election.
2. Visit to Church: The Mayor extended an invitation to all Members of the Council, the Chief Officers and others to accompany him to a Civic Service at Leigh Parish Church at 11.00 a.m. on Sunday, 20 May 2007.
3. Mayoral Charity: The Mayor announced that he would be setting up a Mayoral Charity during his year in office and that the proceeds would be given to support breast cancer services in the borough.
4. Vote of thanks to retiring Mayor: It was moved by Councillor K Anderson and seconded by Councillor Mrs A Bennett and
Resolved: The warmest thanks of this Council are accorded to Councillor Mrs Eunice Smethurst for the able, courteous and acceptable manner in which she has filled the office of Mayor of this Metropolitan Borough during the past Municipal Year.
Other Members of the Council paid personal tributes.
The retiring Mayor expressed her thanks to all who had assisted her during her term of office as Mayor of the Metropolitan Borough of Wigan.
5. Election of Deputy Mayor: It was moved by Councillor W Rotherham and seconded by Councillor Mrs J S Birch and
Resolved: Councillor Rona Winkworth is elected Deputy Mayor of the Metropolitan Borough of Wigan for the ensuing Municipal Year.
Councillor Rona Winkworth made the declaration of acceptance of office, introduced her daughter Gail Guy as Deputy Mayoress and returned thanks for her election.
There then followed a short adjournment to allow the personal guests of the Mayor and the Deputy Mayor to withdraw to the Mayor’s Parlour.

16 The Constitution, including necessary amendments: Resolved: The Council confirms and adopts the amendments to the Constitution now submitted and notes the position on the Members Scheme of Allowances.
17 Dates and Times of Meetings of the Council for 2007/08: The Council considered a programme of meetings for 2007/08.
Resolved: The Council approves the programme of meetings as now submitted, with the Council of the Metropolitan Borough of Wigan meeting on the following dates:-

18. Adoption of new model code of conduct: The Council considered a report on a new code of conduct for Members issued by the Standards Board for England. A copy of the new code and a guide from the Standards Board were attached to the report. The Cabinet and the Standards Committee (minutes 455 and 69 of May 2007 refer respectively) had receommended the Council to adopt the new code.
Resolved: The Council adopts the new code of conduct for Members now submitted and urges all Members to support the btraining day organised for 25 May 2007.
19. Appointment of Local Authority representative Governors. The Council considered a report which gave details of schools within the borough where appointments of Local Education Authority (LEA) Representative Governors were required. The report also set out details of nominations that had been received in respect of some of the vacancies.
Resolved: (1) The Council approves the Local Education Authority Governor nominations as set out in the report now submitted.
(2) The Council requests the Director of Children and Young People’s Services to advise the Local Authority appointed Governors of their terms of office as set out in the report.
20. Gambling Act 2005 - Setting of fees for Premises Licences. The Council considered a report which gave details of the fees proposed for premises licences (Cabinet minute 457 of May 2007 refers). Under the Gambling Act 2005 local authorities had assumed responsibility for licensing premises used for gambling and the proposed fees would be imposed on the applications received .
Resolved: The Council approves the fees set out in the report for premises licences under the Gambling Act 2005.
21. Casual vacancy: The Chief Executive reported that Councillor Neil Hogg (Tyldesley Ward) had failed to attend any meetings of the Council in the last six months and, as a consequence, had ceased to be a Member in accordance with the provisions of section 85 of the Local Government Act 1972.
Resolved: The Council, in accordance with section 86(1) of the Local Government Act 1972, declares Councillor Neil Hogg’s office to be vacant.
