4 To consider the incorporation of the following issues into the Policy Framework or the Budget Framework as appropriate:-
(a) The Council's Revenue and Capital Budget Framework 2010/11 including Prudential Indicators, Collection Fund estimates, Council Tax Calculations for 2010/11 and Medium Term Plan 2010/11 to 2012/13 and Housing revenue account (HRA) capital and revenue estimates (.pdf, 737kb) Report of the Service Director - Corporate Services - Business Support Services enclosed.
To consider the recommendations of the meeting of the Cabinet held on 18 February 2010 in relation to:-
- the capital project appraisal, capital programme 2010/11 – 2012/13;
- the prudential code for capital finance in local authorities;
- the Annual Minimum Revenue Provision (MRP) Policy Statement 2010/11;
- the Revenue budget for 2010/11 and the medium term financial plan for 2010/11 to 2012/13;
- the HRA capital and revenue estimates 2010/11 and
- the comments of the Overview and Scrutiny Co-ordinating Committee and the response of the Cabinet thereto;
and to pass appropriate resolutions proposed in the report from the Executive Director of Business Support Services.
