Council - Wednesday 11 March 2009

A meeting of the Council of the Metropolitan Borough of Wigan will be held in the Council Chamber at the Town Hall, Library Street, Wigan on Wednesday, 11 March 2009 at 7.00 p.m. for the following purposes, that is to say:-

1 Apologies for absence.

2 To receive declarations of interest in any item for discussion at the meeting: see attached advice from the Service Director – Borough Solicitor.

3 To consider the incorporation of the following issues into the Policy Framework or the Budget Framework as appropriate:-

(a) The Council's Revenue and Capital budget Framework 2009/10 including Prudential Indicators, Collection Fund estimates, Council Tax Calculations Fund extimates, Council Tax Calculations for 2009/10 and Medium Term Plan 2009/10 to 2011/12: Report 3a - part A (.pdf, 1000Kb), Report 3a - part B (.pdf, 520Kb), Report 3a - part C (.pdf, 605Kb).

To consider the recommendations of the meeting of the Cabinet held on 19 February 2009 in relation to:-

  • the Capital project appraisal, Capital programme 2009/10 – 2010/11;
  • the prudential code for capital finance in local authorities;
  • the Annual Minimum Revenue Provision (MRP) Policy Statement 2009/10;
  • the Revenue budget for 2009/10 and the medium term financial plan for 2009/10 to 2011/12; and
  • the comments of the Overview and Scrutiny Committee and the response of the Cabinet thereto.

and to pass appropriate resolutions proposed in the report from the Executive Director of Business Support Services.

(b) Housing revenue account (HRA) capital and revenue estimates 2009/10 (.pdf, 126Kb): Joint report of the Executive Director of Environmental Services and Executive Director of Business Support Services and the Chief Executive of Wigan and Leigh Housing enclosed.

To consider the recommendations of the meeting of the Cabinet held on 19 February 2009 in relation to the Housing Revenue Account (HRA) capital and revenue estimates 2009/10; the comments of the Overview and Scrutiny Committee and the response of the Cabinet thereto; and to pass appropriate resolutions proposed in the joint report from the Executive Director of Environmental Services and Executive Director of Business Support Services and the Chief Executive of Wigan and Leigh Housing.

The Minutes of the proceedings of the joint meeting held on 23 February 2009, setting out the decisions of the Cabinet, together with the views of the Overview and Scrutiny Committee and the Cabinet’s response (if any) – enclosed.

(c) Proposed Changes to the Tenancy Agreement for Council Tenants: (.pdf, 400kb) report enclosed.

There will be an update from the Executive Director of Business Support Services at the meeting on the rent setting for 2009/10 (minute 62 refers).

The Council at minute 62 had resolved as follows:-

  • agrees that dwelling rents increase on average by 4.95%;
  • agrees that service charges increase by 4.95 %; and
  • agrees that garage rents increase by 4.95%.

The Minutes of the proceedings of the meeting of the Overview and Scrutiny Committee held on 9 March 2009 will be circulated at the Council meeting.
