The new structure of the Wigan Borough Partnership is made up of 4 core elements:
1. Strategic - Leadership and Management
2. Thematic and delivery
The Thematic Partnerships are at the heart of the Wigan Borough Partnership, bringing partners together around a series of key strategies that help drive forward the borough’s Sustainable Community Strategy and Local Area Agreement.
To respond and adapt to new and emerging Government policies, the current 7 Thematic Partnerships will be replaced by 4 Delivery Partnerships:-
- Economy, Environment, Culture and Housing
- Adult, Health & Well being
- Building Stronger Communities
- Children, Young People & Families

3. Localities - Townships and PACTs
Township Forums are responsible for identifying local priorities, developing local action plans and aligning them with the Sustainable Community Strategy and Local Area Agreement .
PACTs
Neighbourhood PACTs focus on:
Local level delivery
Community participation
Facilitation of local area joint working
4. Community Networks
Community networks reflect a broad and diverse range of interests and community needs and have been an integral part of the Wigan Borough Partnership for many years. The Wigan Borough Partnership wants to ensure that its community engagement addresses local needs and for this purpose has adopted the “social identity” model as its engagement framework:
- Age
- Gender
- Race
- Faith
- Sexual orientation
- Disability
- Class
The Wigan Borough Partnership is committed to ensuring that the voice of local communities is heard in all levels of partnership working from the Wigan Borough Partnership Board and Thematic Partnerships through locality partnerships in Townships and PACTs.
Each year the Wigan Borough Partnership holds an annual partnership convention which gives an opportunity for all partners to come together and review progress and discuss priorities for the coming year.
We have a track record of success in partnerships with communities and the private sector that help deliver better local services.
