Local Area Agreement 2008-2011

Local Area Agreements (LAAs) set out the priorities for a local area agreed between central government and a local area (the local authority and Local Strategic Partnership) and other key partners at the local level. The LAA is effectively the delivery plan of the Sustainable Communities Strategy.

New LAA

Wigan Borough Partnership (WBP) has developed a new LAA (.pdf, 80kb) which will run from 2008 to 2011. WBP received it's approval letter (.pdf, 32kb) from the Secretary of State for Communities and Local Government in July 2008.

WBP's new LAA has been informed by a number of up to date assessments of local needs which have been summarised in the Wigan Local Story (.pdf, 1002kb). These assessments have led to 4 headline outcomes with a number of associated priorities:

  • Outcome 1: An ambitious community: Strong skills that meet business needs and supports sustainable local economy ….where people can get round more easily (and more sustainably) – and live in affordable homes.
  • Outcome 2: A strong community that provides positive activities for all with improved community confidence, participation and cohesion in safe and sustainable neighbourhoods.
  • Outcome 3: Living longer with a better quality of life: addressing inequality.
  • Outcome 4: Improved aspirations, attainment and life chances for children and young people (especially those in most disadvantaged communities).

Delivery Arrangements

Each of the four outcomes will be lead by one of the new delivery partnerships:

  • Outcome 1 - Environment, Economy, Culture and Housing Partnership.
  • Outcome 2 - Building Stronger Communities Partnership
  • Outcome 3 - Health and Social Care Partnership
  • Outcome 4 - Children and Young People's Partnership

All of the LAA outcomes and priorities are underpinned by an understanding of how these issues need to be tackled with creativity, innovation and most of all a preventative approach.

Monitoring Progress  

In order to monitor progress towards achieving it's new LAA, WBP has set 34 outcome targets plus the 16 statutory education/early years targets (all drawn from the National Indicator Set) plus 15 'local' targets. Central Government will expect a quantified and specific level of improvement for each of these targets and we will be reporting progress in delivering our targets via these web pages in a similar way that we have reported against our previous LAA.
