We need to increase levels of achievement across the Borough, raising the baseline standards for school starters, encouraging and supporting vulnerable groups and attracting more children at 16+ to continue learning. This means we must improve opportunities for young people.
At present
- Low rates of young people staying on in further education.
- No more than average performance at GCSE.
- Below average levels of basic skills in adult workforce.
Local studies have shown that low skill levels are only a minor factor in lower than average wages. Employers are willing to train and develop those with genuine aspirations to progress.
Progress so far
- New Borough-wide Youth Council has been established.
- SureStart programmes in place.
- Innovation in underachieving schools.
- Over 50s Forum Road-shows in townships and schools building links between the generations.

- Increase participation in level 4 learning post 18 (number entering higher education).
- Increase percentage of pupils achieving 5 GCSEs A*- C or equivalent.
- Increase average GCSE/GNVQ points.
- Increase percentage of 19 year olds at level 2.
- Increase percentage of 19 year olds at level 3.
- Increase number of adults taking basic skills courses.
