Employment Charter: Local Jobs for Local People

The aim of the Wigan Employment Charter is to support employers operating in Wigan by matching skills and training to job requirements and availability. We want employers to agree wherever possible to recruit local people for local jobs or apprenticeship opportunities.

It is recognised that employment and skills development is a key factor in developing a successful and healthy Town. Employers who commit to the Employment Charter will be supporting the social and physical regeneration of local communities within Wigan.

Benefits for Business

  • A commitment to development of the local community enables businesses to develop an 'Employer of Choice' reputation to local employees with the right skills. This in turn will improve employee retention rates.
  • The Council and its partners will assist employers to recruit local people. Although the final decision on who to appoint will always remain with the employer, it is the aim of the Council to ensure local people are fully informed, prepared and developed to provide the best match to any new employment opportunities.
  • Information on funding opportunities for workforce development will be available to employers.
  • Participating employers will be able to access business support through Economic Regeneration Office initiatives such as Financial Health Checks, Business Loans and Grants.
  • The Council will maintain information on skills and employee development services which may include support or signposting for post employment training of new employees. The Council will provide support to help bridge the skills gap and improve business productivity. Employers will have access to information related to availability of local training.
  • Employers who commit to the Charter will receive publicity acknowledging their support for the initiative. The Charter recognises those businesses making this commitment. It will support businesses to become 'Employers of Choice' and set them apart as examples of good practice. The publicity and promotion of being associated with this venture as an ethical business with a strong sense of corporate social responsibility will have a positive impact on supply chain decision making.
  • Employing local workers supports the local economy which in turn drives local consumer spending. This helps sustain and promote economic prosperity in the area.
  • When business development and economic regeneration is inclusive of surrounding communities it improves social inclusion. This leads to lower levels of crime and higher levels of social cohesion. These outcomes will have a direct impact on the quality of life in Wigan, and the willingness for other businesses to invest in the areas.

A Challenge to Employers

Many employers will already be meeting the requirements of the Charter and will be able to participate in the scheme immediately. Other employers may need to change some of their recruitment and training practices. Either way we will provide the help and support to enable you to participate in the Charter. The Charter is intended to be non bureaucratic and easy for employers to engage with it. We challenge employers operating in Wigan to contact us and help us to help them and the community.
