Council Procurement

Procurement is the selection of goods and services made available by other organisations to enable the council to deliver high quality services to residents. These pages should help you understand how we provide opportunities to and select our suppliers.

Business and Tendering Opportunities

We have produced a Selling to the Council (.pdf, 172kb) guide that is intended to help prospective suppliers and contractors understand the various routes to supplying us.

The guide explains the procedure rules and European Union regulations we must follow when selecting goods and services. If you are interested to learn more about these rules you can view the Contracts Procedure Rules within our own Constitution and the UK's Office of Government Commerce (external link) website that states how European Union procurement rules affect us.

We are also now expected to ensure that suppliers to the council comply with equality and diversity legislation. Our suppliers are expected to provide relevant evidence of meeting this compliance as detailed within the document Equality and Diversity in Procurement: Guidance for Contractors and Suppliers (.pdf, 241kb). This contains an overview of our equality and diversity policy, relevant government legislation and describes how we monitor compliance.

How to Supply Wigan Council

There are three main methods of supplying goods and services to us:

  1. Respond to tendering opportunities advertised in the local and national press, trade journals or on the internet. Details of our tenders exceeding values specified by the EU (currently £139,893 for supplies and services and £3,497,313 for works) are advertised in a supplement to the Official Journal of the European Union (external link).
  2. Apply to join one of our select lists (.pdf, 16kb) to become a supplier for the category of goods, works or services you supply. To use this option you should obtain further details by contacting the officer named as having responsibility for the list you are interested in joining. The select lists of Building, Mechanical and Electrical Engineering Contractors, Bridgeworks and Highway Maintenance are currently open to new applications (.pdf, 172kb) until 31 October 2008. The protocol document (.pdf, 35kb) details the procedure to be adopted and the information we require to compile the lists.  
  3. Supply your goods through the Yorkshire Purchasing Organisation (external link). We are one of thirteen local authorities who are members of this public sector supplies organisation.
