Hackney Carriage Vehicles

A hackney carriage is more commonly called a 'taxi'. It is the responsibility of the Council to licence hackney carriage vehicles to work within the Borough.

The Council currently operates a limit of 136 on the number of hackney carriage licences that it will issue. Vehicles must be tested before a licence can be issued to ensure that they are mechanically fit, safe and comfortable. There is also a further test during the period of the licence.

Appointments can be made to submit applications between 9.30am to 11.45am and 2.00pm and 4.00pm Monday to Friday inclusive.  When you have completed the relevant application form, contact the Licensing Office on (01942) 404627 to make an appointment to submit the application.  This application must be made in person.   When you are given an appointment take the completed application form to the Wigan Life Centre, The Wiend, Wigan, WN1 1NH.

Please be aware that when attending appointments at the Wigan Life Centre you can only make payments by cheque or credit / debit card.  Full details of our current fees are available on our fees and charges page. 

Please be aware a licence is also required before any person can drive a hackney carriage (taxi).

Hackney Carriage Unmet Demand Study

In October 2005 the Council commissioned an independent study to assess whether any significant unmet demand for hackney carriage services existed within the Borough.
