Premises approval for marriage or civil ceremonies

To hold a civil ceremony or wedding at premises in England or Wales, they must be approved by the local authority to which they are situated.

Application Process

There is an application fee which must be paid at the time an application is made.  Full details are available on our fees and charges page.

A plan of the premises must accompany any application.  This should include the rooms / locations to be used for ceremonies, and each room / location should be clearly identified.

Receipt of your completed application form and the appropriate fee will be confirmed in writing.  Applicants will be required to advertise their application in a local newspaper and we will make a copy of the application available to the public for inspection at our offices. 

We will consult with the following before determining an application:-

  • Wigan & Leigh Registry Office
  • The Council's Planning Section
  • The Council's Building Control Section
  • The Council's Business Compliance Section
  • GM Fire & Rescue

An officer from the Council's Building Control Section may inspect the premises prior to an approval being issued.

Target Completion

You can expect to be contacted by a member of the Trading Standards & Licensing Section within 5 days of receipt of your application.  We would normally expect to let you know a decision within 28 calendar days of receipt. 

Will Tacit Consent Apply?

No. It is in the public interest that we must process your application before it can be granted. If you have not heard from the Trading Standards & Licensing Section within a reasonable period, please contact it. Change of Circumstances

Any change of circumstances in relation to an existing approval must be notified to the Trading Standards & Licensing Section. This includes the following:-

  • Surrendering the approval as it is no longer required;
  • Transferring an existing approval;
  • Reporting a change of name, address or contact details of the approval holder;
  • Reporting a change of name, address or contact details for the responsible person or deputy responsible person(s); or
  • Any other material change to the approval or how you operate.

Failed Application Redress

Please contact your Local Authority in the first instance.

You have the right to seek a review of the local authority's refusal to grant your application. You must deliver your request for review to the proper officer of the local authority, accompanied by any requested fee.

Licence Holder Redress

Please contact your Local Authority in the first instance.

You have the right to seek a review of the local authority's imposition of conditions, refusal to renew or revocation of approval. You must deliver your request for review to the proper officer of the local authority, accompanied by any requested fee.

Other Redress

If you object to an application for premises approval you may give notice to the local authority within 21 days of the notice of application appearing in the local newspaper.

Consumer Complaint

We would always advise that in the event of a complaint the first contact is made with the trader by you - preferably in the form a letter (with proof of delivery). If that has not worked, if you are located in the UK, Citizens Advice Consumer Service (External Link) will give you advice.
