Roadworks bulletin

The aim of this bulletin is to give the public advance notice of road works in the Wigan Council area. The Council recognises that roadworks can cause inconvenience and it is hoped that this information helps to minimise delays and other problems associated with the works. Every effort has been made to provide accurate and the most up to date information available but it is not intended to be a definitive list and cannot cater for works carried out at short notice. The Council also reserves the right to make changes to the programme if emergencies arise.

1. Hough Lane, Tyldesley

National Grid have now completed the work on the high pressure gas main. However, it will be necessary to extend the current road closure in order to construct the busway crossing point at this location.

To carry out these works safely a road closure will be in operation until 30 November 2014.

The diversion route for traffic will be: Sale Lane, Mosley Common Road, East Lancashire Road, Chaddock Lane, Manchester Road.

2. Spinning Jenny Way, Leigh

Bus priority works are proposed in Leigh town centre.

The start date for the main construction works is the 7 July 2014 for approximately 20 weeks finishing in December 2014. (Change of date from last week)

Arches Car Park – This is now open to the public, however the contractor will still be using some parking bays for the storage of plant and materials.

Chapel Street is now permanently closed between Brown Street South and Princess Street.

The northerly footway on Spinning Jenny Way has been temporarily closed between Brown Street South and Lord Street South.

The old junction of Lord Street South, Chapel Street and Spinning Jenny Way has now been closed and traffic is using the temporary mini-roundabout within the new junction until the traffic signals are installed.

Works have commenced laying the final surfacing on many of the footways and islands around the new junction.  The remaining footways will be surfaced over the next few weeks.

Works have also commenced on the grass verges along Spinning Jenny Way ready for the new trees which will be installed by the end of November.

Work will commence to build the new bus stop lay-by on Spinning Jenny Way, which is located near to the Tesco junction.  These works will last for approximately two weeks and lane closures will be in operation on Spinning Jenny Way outside of peak hours.  Traffic will still be able to pass in both directions, however, some delays are to be expected.  Access to Tesco, Lidl and the Loom Retail Park will be maintained at all times during these works.

We will be opening a new traffic lane to allow vehicles to turn right from Chapel Street through the new junction to access Princess Street and Queen Street for the town centre, market, shopping centre and car park.

Works will begin on building the new junction of Dukinfield Street with Chapel Street.  There should be no disruption to traffic movements as part of these works, however, parking will be prohibited on Dukinfield Street.

Week commencing Monday 17 November 2014 - In order to lay the final road surface throughout the new junction it will be necessary to close some of the roads in the area.  We have looked at a number of ways of doing this and the safest and least disruptive option is to close parts of  Spinning Jenny Way, Chapel Street, Princess Street, Queen Street, Lord Street South, Brown Street South and Gas Street overnight whilst the surfacing works are carried out.  These roads will be closed between the hours of 20:00 and 05:30.  During the road closures local diversions will be in operation via Chapel Street, Manchester Road, Holden Road, The Avenue, Market Place, Market Street, King Street and Spinning Jenny Way. Larger vehicles will be diverted at Butts Bridge via Warrington Road, A580 East Lancashire Road, A5679 Atherleigh Way, St Helens Road and Spinning Jenny Way.  Further overnight closures for Monday 24 November 2014 and Tuesday 25 November 2014 have been arranged as a contingency measure to ensure that all the resurfacing works are completed as soon as possible so as not to affect the overall scheme completion date.

We are now nearing completion of the works and, whilst there is still some disruption to come, we do appreciate your continued patience.

Throughout the scheme the traffic management will change and updates will be provided.

3. Mealhouse Lane, Atherton

Bus priority works are proposed in Atherton town centre. The roads that will be affected are Mealhouse Lane, Alma Street, Flapper Fold Lane, St John Street, Bolton Road and Water Street.

The main construction works are substantially complete, however there are still some lining works to be undertaken and planting of the new trees which has been delayed due to bad weather.

Throughout the scheme the traffic management will change and updates will be provided.

4. Astley Street, Tyldesley

TfGM will be carrying out the construction of plant protection works. Temporary traffic signals will be in operation from Monday 31 March 2014 on a part time basis.

5. Holden Road, Leigh

TfGM will be carrying out the construction of plant protection works. Temporary traffic signals will be in operation from Tuesday 6 May 2014 on a part time basis.

6. Well Street, Tyldesley

TfGM will be carrying out the construction of plant protection works. Temporary traffic signals will be in operation from Tuesday 6 May 2014 on a part time basis.

7. Sale Lane, Tyldesley

TfGM will be carrying out the construction of plant protection works near to the junction with Chester Road. Temporary traffic signals will be in operation from Monday 31 March 2014 on a part time basis.

8. Passageway between 28 & 30 and the adopted passage to the rear of 24-28 Gerard Street, Ashton in Makerfield

Wigan Council will be undertaking works to demolish and remove unsafe steps and the construction of new steps. Also the installation of bollards and laying of anti-slip surfacing of the demarcated pedestrian walkway. To undertake these works safely a road closure will be in place from Monday 8 September 2014 for 11 weeks.

9. The Avenue / Hanover Street / Elmridge, Leigh

United Utilities will carry out major works to construct a rising main from Tuesday 26 August 2014. To undertake their works safely road closures will be in operation until the end of November 2014. 

The Avenue: A road closure will be in operation from outside of property number 202 to approximately 50m north of its junction with Elmridge from Monday 29 September 2014.

In addition to the above temporary traffic signals will be in operation between Hanover Street and Lake Street from Thursday 20 November 2014 until Tuesday 23 December 2014.

Hanover Street: A road closure will be in operation from the junction with The Avenue to the junction with Holden Road from Thursday 18 September 2014.

Elmridge: A road closure will be in operation from the junction with The Avenue to the Lions Bridge pumping station from Monday 5 January 2015 for 12 weeks (Date changed from last week)

Local diversions will be in place.

10. Wallgate, Wigan

Wigan Council will be carrying out remedial works to the footway between Great George Street and Seven Stars Road from Monday 27 October 2014 until Friday 28 November 2014.  To undertake these works safely lane closures will be in operation.  (Change of dates from last week)

A local diversion will be in place.

11. Ormskirk Road, Wigan

Wigan Council will be carrying out remedial works to the footway between Southgate and Atherton Street from Monday 27 October 2014 until Friday 21 November 2014.  To undertake these works safely lane closures will be in operation. 

A local diversion will be in place.

12. Twist Lane / Firs Lane / Wigan Road, Leigh

Electricity North West will be carrying out cable diversion works at the junction with Twist Lane, Firs Lane and Wigan Road. To undertake these works safely temporary traffic signals will be in operation between Wednesday 5 November 2014 and Sunday 23 November 2014. (Dates changed from last week)

13. Smethurst Lane, Pemberton, Wigan

Wigan Council will be carrying out carriageway resurfacing works between house no 55 and house no 99 on Sunday 16 November 2014 and on Sunday 23 November 2014.  To undertake these works safely a road closure will be in operation. 

A local diversion will be in place.

14. Chorley Road, Standish

United Utilities will be carrying out works to install a new service near to the junction with Bores Meadow. To undertake these works safely temporary traffic signals will be in operation between Monday 17 November 2014 and Friday 28 November 2014.

15. North Road, Atherton

United Utilities will be carrying out works to install a new service outside of property number 412.  To undertake these works safely temporary traffic signals will be in operation between Monday 17 November 2014 and Monday 24 November 2014.

16. Red Rock Lane, Haigh

United Utilities will be carrying out works to renew a service outside of School House. To undertake these works safely temporary traffic signals will be in operation between Wednesday 19 November 2014 and Friday 21 November 2014.

17. Spinning Gate Centre Christmas Parade

The Spinning Gate Centre Christmas Parade will take place on Saturday 22 November 2014 at 15:30hrs and will require closures on the following roads between 15:00hrs and 16:00hrs:

  • Gas Street
  • Brown Street
  • Bradshawgate from its junction with Brown Street to its junction with Ellesmere Street
  • Ellesmere Street from its junction with Bradshawgate to the entrance to Spinning Gate Shopping Centre
  • Portland Street from its junction with Ellesmere Street to the entrance to Spinning Gate Shopping Centre

18. Wigan Lane, Wigan

United Utilities will be carrying out investigative works near to the junction with Walter Scot Avenue. To undertake these works safely temporary traffic signals will be in operation between Saturday 22 November 2014 and Monday 24 November 2014.

19. Wigan Road, Aspull

United Utilities will be carrying out works to repair a leaking service near to the junction with Woodfield Street on Sunday 23 November 2014. To undertake these works safely temporary traffic signals will be in operation during these works.

20. Darlington Street, Wigan

United Utilities will be carrying out works to replace a manhole cover and frame near to the junction with Sovereign Road on Sunday 23 November 2014. To undertake these works safely a lane closure will be in operation during these works.

21. Bickershaw Lane, Bickershaw

BT will be carrying out works to install a new service near to the junction with Gibson Street.  To undertake these works safely temporary traffic signals will be in operation between Monday 24 November 2014 and Friday 28 November 2014.

22. East Lancashire Road, Lowton

Wigan Council will be replacing safety fence terminals from Newton Road to 200 metres beyond Stone Cross Lane North (Liverpool bound). To undertake these works safely a lane closure will be in operation between Monday 24 November 2014 and Friday 5 December 2014 during off peak times.

23. Wallgate, Wigan

Network Rail will be carrying out inspection works overnight on the Railway Bridge from Monday 24 November 2014 to Thursday 27 November 2014.  To undertake these works safely a road closure will be in operation between 22:00hrs and 06:00hrs.

The diversion route for traffic will be: 

Inbound - Queen Street, Riverway, King Street

Outbound - King Street West, Dorning Street, Frog Lane, New Market Street, Powell Street, Riverway, Caroline Street

24. Liverpool Road, Ashton-in-Makerfield

Wigan Council will be carrying out carriageway resurfacing works between Warrington Road and Townfields on Sunday 30 November 2014.  To undertake these works safely a road closure will be in operation.

A local diversion will be in place.

25. Warrington Road, Wigan

Wigan Council will be carrying out carriageway resurfacing works between house no 350 and Smithy Brook Road on Thursday 27 November 2014, Friday 28 November 2014 and Sunday 30 November 2014.  To undertake these works safely lane closures will be in operation at off peak hours.

Also remedial works will be undertaken on the footway and carriageway at the roundabout from Monday 24 November 2014 until Friday 5 December 2015.  In order to undertake these works safely lane closures will be in place.

26. Sherwood Drive, Pemberton

Wigan Council will be carrying out carriageway resurfacing works between Larch Avenue and house no 59 on Sunday 23 November 2014 and Sunday 30 November 2014.  To undertake these works safely a road closure will be in operation.

A local diversion will be in place.

27. Hamilton Street, Atherton

Wigan Council will be carrying out carriageway resurfacing works in two locations between house no 340 and Leigh Road and at the junction with Morley Street on Sunday 23 November 2014.  To undertake these works safely a road closure will be in operation.

A local diversion will be in place.

28. East Lancashire Road, Lowton

Transport for Greater Manchester will be carrying out works to replace a damaged traffic signal controller on Sunday 23 November 2014.  In order to undertake these works safely temporary traffic signals will be in operation.

29. Holmes House Avenue / Pemberton Road, Winstanley

Transport for Greater Manchester will be carrying out works to recut the detector loops to the traffic signals between Tuesday 25 November 2014 and Thursday 27 November 2014.  In order to undertake these works safely temporary traffic signals will be in operation at off peak hours.

30. Hallgate Wigan

Due to a burst water main causing damage to the pavement, a section of road and structural damage to a nearby building, United Utilities are carrying out emergency works to rectify the problem. Hallgate remains closed until the area is made safe.

Forthcoming roadworks and closures

Chorley Road, Standish

United Utilities will be carrying out works to renew a service near to the junction with Devon Drive. To undertake these works safely temporary traffic signals will be in operation on Saturday 29 November 2014 and Sunday 30 November 2014.

Preston Road, Standish

United Utilities will be carrying out works to replace a manhole cover and frame near to the junction with Avondale Street on Sunday 30 November 2014. To undertake these works safely temporary traffic signals will be in operation during these works.

Wigan Road, Leigh

United Utilities will be carrying out works to replace a manhole cover and frame at the junction with Leigh Road and Nel Pan Lane on Sunday 30 November 2014. To undertake these works safely temporary traffic signals will be in operation during these works.

Bridge Street, Hindley

United Utilities will be carrying out works to replace a manhole cover and frame near to the junction with Castle Hill Road on Sunday 30 November 2014. To undertake these works safely temporary traffic signals will be in operation during these works.

Miry Lane, Wigan

Network Rail will be carrying out a safety examination on the Railway Bridge structure on Sunday 30 November 2014.  To undertake these works safely a road closure will be in operation between 10:00hrs and 15:00hrs.

The diversion route for traffic will be:  Prescott Street, Frog Lane, Woodhouse Lane, Park Road, Parsons Walk, New Market Street, Northway, Riverway, Chapel Lane, Caroline Street, Wallgate

Ince Green Lane, Ince

Network Rail will be carrying out survey works on the Railway Bridge on Sunday 30 November 2014.  To undertake these works safely a road closure will be in operation.

The diversion route for traffic will be: Warrington Road, Darlington Street East, Manchester Road

Ashton Christmas Light Switch On

This years Christmas Light switch on will take place on Friday 5 December 2014 and will require a closure on the following road between 18:00hrs and 19:00hrs:

  • Old Road from its junction with Wigan Road to a point 60 metres west of that junction

Atherton Christmas Nativity Walk

The Atherton Christmas Nativity Walk will take place on Friday 5 December 2014 and will require closures on the following roads between 18:00hrs and 19:30hrs:

  • Church Street from its junction with Bolton Road to its junction with Tyldesley Road
  • Market Place for its entire length
  • Market Street from its junction with Market Place to its junction with Flapper Fold Lane
  • Flapper Fold Lane from its junction with Market Street to its junction with Mealhouse Lane 
  • Alma Street from its junction with Market Street to its junction with Mealhouse Lane
  • St John Street from its junction with Market Place to its junction with Mealhouse Lane 

Prescott Street, Wigan

Transport for Greater Manchester will be carrying out works at the railway bridge to recut the detector loops to the traffic signals.  In order to undertake these works safely temporary traffic signals will be in operation on Sunday 7 December 2014.

Warrington Road, Wigan

Transport for Greater Manchester will be carrying out works to cut new  loops to the pedestrian traffic signals near to the new roundabout (near Little Lane) between Wednesday 26 November 2014 and Thursday 27 November 2014. To undertake these works safely a lane closure will be in place at off peak hours.

Southgate, Wigan

Transport for Greater Manchester will be carrying out works to recut detector loops to the pedestrian crossing near to Heritage Way on Sunday 7 December 2014.  To undertake these works safely a lane closure will be in place.
